What a housing development needs from its electrical contractor

A housing development cannot be handed over without power, without certificates and without the common installations working. The electrical package runs through the whole project: from the load forecast in the design to the last boletín, via the meter room, the garage, EV charging, telecoms and solar PV. What a developer needs is an electrical contractor who understands the project, keeps to the schedule and delivers complete documentation for the first occupation licence (licencia de primera ocupación) and the supply connections.

For international developers and investors new to Spain: without that licence the utilities cannot be put in the buyers’ names, so the electrical paperwork is on the critical path to completion.

What we carry out in a development

  • Building supply installations: main fuse box (CGP), building feeder, meter room and individual riser cables, under ITC-BT-10 to ITC-BT-17. See building supply installations.
  • Homes with the electrification level of the project, normally the higher level in today’s new builds.
  • Common services: lighting for entrances, stairs and garage, emergency lighting, lift (elevator), pumps and ventilation.
  • EV charging pre-installation in the garage under CTE HE 6 and ITC-BT-52 (Royal Decree 1053/2014). See EV charger in a communal garage.
  • Rooftop solar PV, individual or as shared solar for buildings, as the project requires under the Building Code.
  • Telecoms: the building telecoms infrastructure (ICT) and video door entry.

How we work with developers

  1. Review of the electrical project and the specification of finishes (memoria de calidades), with comments on load forecasting and charging before starting.
  2. Itemised quote per project.
  3. Planning with the builder and the project management team (dirección facultativa).
  4. Execution in stages and coordination with the distributor for the service connection and commissioning.
  5. Complete documentation: certificates for interior and common installations, project or technical design reports as appropriate, and registration with the Junta de Andalucía.
  6. After-sales: looking after buyers who want to extend their home after handover.

Where Seville is building

Market research places the largest new-build hub in the area in Entrenúcleos (Dos Hermanas), with planning for about 20,000 homes and a dozen developers building at the same time. In Seville city, Palmas Altas Sur and Isla Natura stand out with 2,870 homes, along with the cluster of developments in Sevilla Este and Cruz del Campo, with about 1,400 homes under construction. For after 2027, Villanueva del Pítamo, with 9,910 homes, and Santa Bárbara, with up to 24,000, are in preparation. Seville City Council puts at 30,000 the number of homes with land unlocked for 2027 to 2030.

The detail of each area is in our new build section: Entrenúcleos, Palmas Altas and Isla Natura, Santa Bárbara and other developments such as Mairena del Aljarafe and Bormujos.

EV charging, the question buyers ask most

Since 16 December 2022, new residential buildings must have charging ducting in 100 % of the parking spaces (CTE HE 6, Royal Decree 450/2022). But each owner pays for their own charger, and in the first year new communities often process requests in bulk. A well designed pre-installation, with the garage power planned and a load management system, saves the community from having to extend the installation shortly after receiving it. Buyers can read about the next step in home EV charger installation.

After handover

New homes are handed over with light points but no light fittings, mid-range switches and sockets, and the charging pre-installation without a charger. In the first weeks after receiving the keys, the buyer orders lamps, downlights, sockets on the terrace or kitchen island and their charging point. Handling those requests in an orderly way, without touching what the building warranty covers, is a useful service for both developer and buyer. See downlights installation.

Price

Developments are priced per project, item by item and from the quantities. As a market reference, a new interior home installation costs around 20 to 25 euros per m² plus 21 % VAT (24.20 to 30.25 euros per m² in total). More services for professionals under for professionals.

Frequently asked questions

What electrical installations does a housing development include?

The building supply installations (main fuse box, building feeder, meter room and individual riser cables), the interior installation of each home, the common services (lighting, lift, pumps, garage ventilation), EV charging pre-installation in the garage, telecoms and, increasingly, rooftop solar PV. All with their documentation and legalisation.

How many parking spaces need EV charging pre-installation?

In new residential buildings whose licence was applied for from 16 December 2022, the Spanish Building Code section CTE HE 6 (Royal Decree 450/2022) requires charging ducting in 100 % of the spaces. Each owner then installs their own charger connected to that pre-installation, in line with ITC-BT-52.

Which regulations govern building supply installations?

Instructions ITC-BT-10 to ITC-BT-17 of the Low Voltage Electrotechnical Regulation: load forecasting, service connection, main fuse box, building feeder, meters and individual riser cables. Their design sets the power available to each home and to future chargers, which is why it is worth reviewing at project stage.

Do you look after buyers after handover, including foreign buyers?

Yes. Homes are normally handed over with light points but no light fittings, and with the charging pre-installation but no charger. In the first weeks buyers, whether local or from abroad, order lamps, downlights, extra sockets and their charging point. We can look after them in coordination with the developer or the community of owners.

How is a development priced?

Per project. We start from the construction project, the specification of finishes and the quantities, and quote item by item: supply installations, homes, common areas, garage, charging, solar PV and telecoms. Changes that come up during the works are valued separately and in writing before they are carried out.

New home wiring

We carry out the new home wiring in Seville, Spain from start to finish: fuse board, circuits, light points, sockets, earthing, certificate and legalisation, in newly built flats and villas. We work for private self-builders, builders and developers, with an electrification level designed around how the home will really be used.

Building supply installations upgrade

We carry out the building electrical supply upgrade that older apartment blocks in Seville, Spain need: we renew the rising main of the comunidad (línea general de alimentación), the main fuse box at the entrance (CGP) and the individual riser to each flat. It is the job required when neighbours cannot increase their power, the cables on the stairs run hot or the distribution company asks for the installation to be brought up to standard.

Meter room upgrade

A meter room upgrade moves the meters scattered across floors, landings or the façade into a regulation meter room or cabinet in your building in Seville, Spain, with new individual supply cables to each home. We prepare the technical documents, coordinate with the distributor, carry out the work in phases and leave the building ready for more power and EV chargers.

Communal EV charging backbone

A communal EV charging pre-installation in your building's garage in Seville, Spain sorts out the wiring once and for all: one backbone line, one charging board and a load manager, so each neighbour can later connect their own charger paying only their share and their own electricity.

Shared solar for buildings

We install solar panels for apartment buildings in Seville, Spain with shared self-consumption (autoconsumo colectivo): panels on the communal roof, energy shared out among the neighbours who take part using allocation coefficients and, if agreed, for the stairwell lighting, the lift and the garage too. We prepare the study for the owners' meeting and handle all the paperwork.

Building telecoms infrastructure (ICT)

We inspect, repair and upgrade the building telecoms infrastructure (ICT) of apartment blocks in Seville, Spain: the RITI and RITS equipment rooms, conduits, junction boxes and sockets, so that fibre, television and the door entry system reach every home properly. In older buildings we prepare the block for fibre broadband without opening up the facade every time a neighbour changes provider.
