CTE HE 6 (minimum EV charging provision in buildings)
The section of the Spanish Technical Building Code, created by Royal Decree 450/2022, that sets the minimum EV charging infrastructure in car parks of new or renovated buildings licensed from 16 December 2022.
What CTE HE 6 is
CTE HE 6 is the section of the Spanish Technical Building Code (Código Técnico de la Edificación) that requires car parks in buildings to have EV charging infrastructure. It was created by Royal Decree 450/2022 of 14 June, which also amended ITC-BT-52. It applies to new buildings and to work on existing buildings with a licence applied for from 16 December 2022.
What HE 6 requires
| Type of building | Requirement |
|---|---|
| New private residential | Charging conduit to 100 % of spaces |
| Other new uses (offices, retail, hotel, industrial) with more than 10 spaces | Conduit to 20 % of spaces and one charging station per 40 spaces or part thereof |
| Central Government buildings | One station per 20 spaces |
In addition, under Royal Decree-law 29/2021, existing non-residential buildings with more than 20 spaces had to have one station per 40 spaces before 1 January 2023.
What it means if you buy a new build
In a residential building, HE 6 requires the EV charging pre-installation, not chargers. The developer leaves conduit to your space and reserved room in the meter room. The cable, the board with protection, the charger and the boletín are yours to pay for when you decide to install. If your development was licensed after 16 December 2022 and you see no conduit, ask the developer for an explanation.
What it means for a business
Hotels, offices, shops and warehouses with car parks have their own obligations, both in new and in existing buildings.
