Communal garage electrical installation in Seville, Spain: lighting, ventilation, CO detection and EV charging
The communal garage electrical installation of a building in Seville, Spain covers much more than the lights: LED lighting with sensors, forced ventilation, carbon monoxide detection, emergency lighting, the automatic door and the infrastructure for charging electric cars. We renew it, maintain it and get it ready for the OCA inspection.

Communal garage electrical installation: everything it covers
An underground car park is the most complex part of a building’s electrical installation. It brings together the lighting of many aisles and ramps, the safety systems, the automatic door and, increasingly, the neighbours’ EV chargers. The Spanish Low Voltage Electrical Regulations treat garages as premises with a risk of fire or explosion (ITC-BT-29), and the Spanish Building Code adds fire safety (DB-SI) and air quality (DB-HS 3) requirements.
We take care of communal garage electrical installation in Seville, from the lighting to everything else:
- LED lighting with sensors, by zone, with sealed fittings.
- Emergency lighting and signage for routes and exits.
- Forced ventilation: power supply, control boards and starting of the extractor fans.
- Carbon monoxide detection: control panel, detectors and their link to the ventilation.
- Automatic door: power supply, control board, photocells and motor. See automatic garage doors.
- Garage electrical boards, with separate, clearly labelled circuits.
- Charging infrastructure for electric vehicles, individual or communal.
LED lighting with sensors
Many garages in Seville still run on their original fluorescent battens, permanently on or switched by a push button at each entrance. Replacing them with sealed LED fittings with occupancy sensors is the improvement that shows soonest on the communal electricity bill. We divide the garage into zones so only the aisle you are driving along lights up, and leave a minimum level on ramps, pedestrian accesses and doors, so nobody walks in in the dark. It is the same approach we apply to communal area lighting in stairwells and entrance halls.
Safety: emergency lights, ventilation and CO
Emergency lights must come on when the power goes and guide people to the exits. We check their duration and replace the ones that fail; see more in our emergency lighting service. Forced ventilation and CO detection go unnoticed until they fail: we check that the detectors switch on the extractors, that the motors start and that their protection devices are correctly sized.
EV charging in the garage
There are two routes, and it is worth the comunidad (the community of owners) understanding both before each neighbour runs their own cable:
- Individual chargers. Each owner installs their own point from their meter, with simple prior notice to the comunidad (article 17.5 of the Horizontal Property Act). The Supreme Court confirmed in its judgment of 1 December 2025 that no authorisation is needed even if the cable runs through common areas, unless the impact is disproportionate. This is our EV charger in a communal garage service.
- Communal pre-installation or backbone. A shared line with load management running through the garage, to which each neighbour later connects their charger. It is approved by one third of the owners and one third of the shares (article 17.1 of the Horizontal Property Act), and in large buildings it avoids filling the cable trays with dozens of cables. We explain it in the communal EV charging backbone.
With dynamic load management, ITC-BT-52 allows a simultaneity factor of 0.3 in the expected load, which protects the building’s incoming supply even with many cars plugged in at once.
New and older garages in Seville
- New builds in Sevilla Este, Palmas Altas, Los Bermejales, Entrenúcleos or Mairena del Aljarafe: large garages, with charging conduits to every space if the licence is after 16 December 2022, but no chargers. It is the moment to propose a communal backbone in the comunidad’s first year.
- Buildings from the 1970s and 1980s in Nervión or Los Remedios: basements with fluorescent lighting, boards without enough RCDs and damp in the boxes, which causes trips with the autumn rains.
OCA inspection of the garage
Garages with more than 25 spaces and forced ventilation must have an initial inspection and a periodic inspection every 5 years by an authorised inspection body (ITC-BT-05). We prepare the installation, accompany the inspector and fix the defects. Full details are in OCA inspection for buildings, and the garage can be included in building maintenance together with the other common areas.

Frequently asked questions
How often does a communal garage need an OCA inspection?
Garages with more than 25 spaces and forced ventilation must have a periodic inspection by an authorised inspection body (OCA) every 5 years, under ITC-BT-05. We check the installation beforehand, correct what would fail and accompany the inspector on the day. If defects are found, we fix them within the deadline set in the report.
How much does it cost to fit LED lights with sensors in the garage?
Between 40 and 90 euros plus 21 % VAT per LED light point with a sensor, depending on the fitting and whether the existing line is reused. In large garages it is best to divide the lighting into zones, so only the aisle you are driving along lights up, and leave a minimum level on ramps and exits.
Can the comunidad install a shared charging system for everyone?
Yes. The Horizontal Property Act allows common infrastructure for new energy supplies to be approved by one third of the owners representing one third of the ownership shares. Those who did not vote in favour do not pay, but if they join later they pay their updated share. Each neighbour then connects their own charger.
Does my new garage already have charging pre-installation?
If the building obtained its licence from 16 December 2022, the Spanish Building Code (HE 6) requires conduits for charging in 100 % of the spaces. We check it in the garage: with the conduit in place, each neighbour's charger or the communal backbone costs considerably less.
What happens if the ventilation or CO detection fails?
They are safety systems: if they do not work, the garage can build up vehicle fumes and will fail its inspection. We check the fans, their control boards and the detection panel, confirm they start when the detectors trigger, and repair or replace what fails, coordinating with the fire protection company if it is involved.
Can I charge my car from a socket in the communal garage?
Not from a communal services socket: that would mean using electricity paid for by all the neighbours. The charger in a space must be fed from your own meter or from a shared installation with individual metering. The law only requires you to notify the comunidad, and the cost and the consumption are yours.
