Electrical expert witness in Seville, Spain: expert reports on electrical installations
If you need an electrical expert witness in Seville, Spain to bring a claim against a developer, a builder, an installer or a company, we prepare an expert report (informe pericial) with an inspection, measurements, photographs and the applicable regulations. It is signed by a competent technician and designed for negotiating a claim or for submission in court proceedings.

What an electrical expert witness does in Seville
An electrical expert witness (perito electricista) analyses an electrical installation when there is a dispute and sets out in writing, in an orderly and verifiable way, what is wrong, why it does not comply and what is needed to correct it. That document is the expert report. Its value lies in the fact that it is not based on opinions but on measurements, photographs and precisely cited regulations.
The report is signed by a competent technician in the field, identified in the document itself. Our role is to bring practical knowledge of the installation: inspection, measurements with instruments and the costing of repairs at real prices.
When you need an electrical expert report
- A new-build home with defects the developer will not accept: RCDs that trip, circuits that do not match the fuse board, missing earthing at some points, pre-installations not delivered as the specification of finishes promised.
- A badly executed renovation: undersized cables, joints without junction boxes, wrongly chosen protective devices or work done without a boletín.
- An installer who will not certify an installation you have already paid for, or who hands over a boletín that does not match what was installed.
- Recurring faults that nobody takes responsibility for among owner, tenant, community of owners and installer.
- Disputes with a company about the cause of damage. If the case is a fire, a power surge or lightning and an insurance policy is involved, see insurance claims assessment.
What the report contains
- Purpose of the assignment: what is to be analysed and for whom.
- Documents studied: contracts, specification of finishes, quotes, boletín, plans.
- Inspection and measurements: earthing, insulation, RCDs, cable sizes and continuity, stating the instrument used.
- Photographic record of each defect, numbered and located.
- Regulatory analysis: what the Low Voltage Electrotechnical Regulation (REBT, Royal Decree 842/2002) and its ITC-BT instructions require at each point and, for buildings, the Building Act (Ley de Ordenación de la Edificación, Law 38/1999).
- Costing of repairs, item by item and at market prices.
- Clear technical conclusions, without anticipating legal assessments.
How we work
- First consultation. You explain the case and send us the documents. We tell you frankly whether the case has a technical basis or whether an inspection is enough.
- Fixed quote for the report and, separately, for court attendance should it be needed.
- Inspection of the installation with measurements and photographs. If the other party must be present, the date is coordinated.
- Report drafted and signed by a competent technician.
- Delivery and explanation to you and your lawyer, so you both know what can be defended and what cannot.
- Ratification in court, if the proceedings require it.
A typical new-build case
A couple receive the keys to a flat in a development in Sevilla Este. From the first week, the kitchen RCD trips every time the oven and the dishwasher run together, and the developer’s after-sales team replies that the appliances are to blame. The inspection proves with measurements that two circuits share a neutral and that one of them does not match what the fuse board label says. The report describes the defect, cites ITC-BT-25 and costs the correction. With it, the written claim has a technical basis it did not have before.
For foreign buyers, British readers may know this as snagging (punch list in the US): in Spain the defects of a new build fall under the Building Act warranties, and an expert report is how you document them. If you have just received your home and there is no dispute yet, start with our new build section.
Inspection, expert report and claims assessment are not the same
- Inspection: finding out the condition of your installation, with no dispute involved.
- Expert report: a signed opinion for a claim or for court proceedings.
- Insurance claims assessment: establishing the cause of damage and valuing it for the insurer.
If you only want an independent view on a quote before signing, a second opinion is quicker and cheaper.

Frequently asked questions
What is an electrical expert report in Spain?
It is a signed technical opinion that describes the condition of an electrical installation, explains what does not comply and why, and backs it up with measurements, photographs and regulations. It is used to claim against whoever built or sold the installation, and it can be submitted in court proceedings as an expert opinion under articles 335 and following of the Spanish Civil Procedure Act (Ley de Enjuiciamiento Civil).
When do I need an electrical expert witness?
When there is a dispute and you need an independent, signed technical opinion: defects in a new-build home that the developer will not accept, a badly executed renovation, an installer who will not hand over the boletín, a fault nobody takes responsibility for or damage disputed with a company. If you only want to know the condition of your home, an inspection is enough.
How much does an electrical expert report cost?
There is no public scale of fees. As a market guide, 300 to 900 euros plus 21 % VAT depending on the complexity of the case, the number of defects and the documents to be studied. Court attendance, if the report has to be ratified before the judge, is quoted separately. You get a fixed price before you commission it.
Who signs the expert report?
A competent technician in the field, who is identified in the report itself. Before accepting the job we tell you who will sign it, so your lawyer can assess it. The report sticks to what can be verified technically: it does not anticipate legal conclusions, which belong to the lawyer and the judge.
I bought off-plan from abroad and found defects on completion. Can you help?
Yes. Many foreign buyers receive the keys to a new build in Seville and only notice the defects once they move in. Gather the purchase contract, the specification of finishes (memoria de calidades), the boletín, photographs with dates and your emails with the developer. We inspect, measure and document each defect so your lawyer has a technical basis for the claim.
Can the report be used to claim without going to court?
Yes, and that is the most common use. A signed and well documented technical report is usually the basis of a written claim or a negotiation with the developer, the builder or the company. If no agreement is reached, the same report can later be attached to the lawsuit.
