Boletín eléctrico (CIE, Electrical Installation Certificate)

The Electrical Installation Certificate (CIE), known as the boletín, is the document a registered installation company issues to certify that an installation meets the REBT. It is filed with the Junta de Andalucía.

Boletín (CIE electrical certificate)

What the boletín is

It is the certificate with which the installation company declares that it has carried out or inspected the installation and that it complies with the REBT. It comes with the technical design report (MTD) or the project, as applicable, and is filed online with the Junta de Andalucía’s regional industry office. With that registration, the distributor can connect or upgrade the supply. Expats write it boletin, boletín or “electrical certificate”: it is all the same document.

Who can issue it

Only a registered installation company (empresa instaladora habilitada) entered in the Junta de Andalucía register. Since RD 560/2010 there is no individual electrician’s card: the registration belongs to the company. It is not a paperwork step done by the electricity company.

When it is required

  • New supply for a new home or shop.
  • Power increase beyond what the installation allows.
  • Change from single-phase to three-phase.
  • New installation or full rewire.
  • Legalising installations that never had paperwork.
  • EV chargers: every new installation needs one.

What it costs

As a reference, in Seville it averages around 70 euros plus VAT in simple cases; other guides put the range at 80 to 300 euros, and the cost rises if the installation must be upgraded first. For an EV charger, 80 to 150 euros.

Worth knowing

If the installation does not comply, the installer cannot sign until it is fixed. Keep a copy: you will need it with the distributor and, for chargers, for the IRPF tax deduction. See electrical certificate (boletín) in Seville, Spain.
