MTD (memoria técnica de diseño, technical design report)
The technical design report is the document, on an official form, that accompanies the boletín for installations that do not need a full project: homes, small shops and most EV charging points.
What the MTD is
ITC-BT-04 distinguishes two kinds of documentation. Higher power or higher risk installations need an electrical project signed by a competent engineer. The rest are documented with an MTD, simpler, written by the installation company itself. In Andalusia the Junta’s official MTD form is used (BOJA 2015).
What it contains
- Details of the owner and the location.
- Use of the installation and planned power.
- Characteristics of the riser cable and the circuits.
- Protective devices: main switch, RCDs, MCBs and surge protector.
- Earthing.
- Single-line diagram and, where applicable, plans.
When it is required
- Homes, for a new installation or rewire.
- Small shops and offices below the project thresholds.
- EV charging points: every new installation needs a CIE plus MTD when no project is required. A project is needed when the charging infrastructure exceeds 50 kW.
- Extensions, power increases and legalisations.
Who signs it
The registered installation company carrying out the work. It is filed together with the boletín online with the Junta de Andalucía’s regional industry office.
Price
The MTD is usually included in the price of the boletín. An engineering project, when needed, costs an estimated 400 to 1,500 euros depending on the power. See electrical certificate (boletín) in Seville, Spain.

Electrical certificate (boletín)
The electrical certificate in Spain, known by everyone as the boletín and officially the CIE (certificado de instalación eléctrica), is the document a registered installer company signs to confirm that your installation meets the regulations. You need it to connect the electricity, increase your power or change the account holder with an old installation. We inspect, certify and register it with the Junta de Andalucía in Seville.
Legalising an installation
Legalising an electrical installation in Seville, Spain is how you put in order a home, business premises or villa that never had a boletín (electrical installation certificate) or that falls short of the regulations. We inspect the installation, bring it up to the Spanish wiring regulations, write the technical design report and register the certificate with the Junta de Andalucía.
