FAQ

What is a boletín (electrical certificate) in Spain and when is it compulsory?

The boletín is the Electrical Installation Certificate (CIE): the document a registered installation company signs to certify that your wiring meets the Spanish Low Voltage Regulations (REBT), filed with the Junta de Andalucía. It is compulsory to connect a new supply, increase your power, legalise alterations or extensions and install an EV charger.

What the boletín is

Boletín eléctrico is the everyday name for the Electrical Installation Certificate (Certificado de Instalación Eléctrica, CIE). If you come from the UK, think of it as the closest thing to an EICR, with one big difference: the utility will not connect you without it.

It is issued by a registered electrical installation company after inspecting and testing the installation, and certifies that it meets the Low Voltage Electrical Regulations (REBT). It comes with a technical design report (MTD) when the installation does not need a full project, or with a project signed by an engineer when it does (ITC-BT-04). In Seville it is filed online with the Junta de Andalucía’s regional industry office, and that registration is what officially puts the installation into service.

When the boletín is compulsory

  • New supply connection: without a boletín, the distributor will not connect you.
  • Power increase, when the new contracted power exceeds what the existing boletín allows or the boletín is old.
  • Change from single-phase to three-phase.
  • Alterations and extensions to the installation.
  • Legalising installations that never had a boletín.
  • EV charger, which also needs it for the income tax (IRPF) deduction.
  • Installations over 20 years old, when you need to do any paperwork with the distributor.

When you do not need one

It is not compulsory to sign the sale of a flat (apartment), although the buyer may need it later. Nor is it needed to replace a socket with an identical one or hang a light.

What the process involves

  1. A visit to the property.
  2. Tests: insulation, earthing (grounding) and RCD tripping.
  3. Upgrading anything that does not comply, if necessary.
  4. Writing the technical report.
  5. Filing with the industry office and handing you your copy.

Who can sign it

Only a registered installation company (empresa instaladora habilitada) entered in the Junta de Andalucía register. A UK, Irish or German electrician, however qualified, cannot sign a Spanish boletín.
