Electrical services for an administrador de fincas: what you need

In Spain, a community of owners (comunidad de propietarios, the homeowners’ association or HOA in US terms) is usually run by an administrador de fincas, a professional property manager or managing agent. An administrador looks after many communities at once and cannot chase every supplier. They need someone who answers, turns up, fixes the problem and puts everything in writing so it can be explained to the owners later. That is the service we offer: a single point of contact for the electrical side of your whole portfolio.

Upkeep of the common elements is an obligation of the community under article 10 of the Horizontal Property Law (Ley de Propiedad Horizontal), and the common services panel, the lighting, the garage, the pumps and the lift (elevator) are all part of it. Keeping that side well looked after avoids complaints from owners, tense meetings and surprises at inspections.

What we do for your communities

  • Preventive maintenance of panels, stair and entrance lighting, garage, pumps and gates. Details in building maintenance.
  • Faults in common areas: lighting out, the garage RCD tripping, a gate motor, pumps.
  • Periodic inspections: we check whether the building is obliged, prepare the installation, accompany the authorised control body (OCA) and correct the defects.
  • Renewals: LED lighting with sensors, meter rooms, building supply installations and common services panels.
  • EV charging in the garage, with a shared pre-installation to keep the requests in order. See EV charger in a communal garage.
  • Insurance claims: a report with photos of the cause and the repair, in the format the insurer asks for.

How we work with property managers

  1. First visit to each building to get to know its installations: panels, power, garage, pumps, lift and available documents.
  2. Written proposal with the maintenance fee, if you want one, and the list of what is worth correcting, in order of priority.
  3. A single channel for notices and requests, so you or the president always know whom to call.
  4. Job sheet with photos after every intervention.
  5. Itemised quotes for everything outside the maintenance contract, so the owners’ meeting (junta) decides with full information.
  6. Documents kept up to date: boletines, inspection records and detailed invoices.

The most common situations

1960s and 1970s buildings. In Nervión, Los Remedios, Triana or La Macarena many communities have old common services panels, lighting without sensors and individual riser cables that fell short when owners increased their power for air conditioning. Here the work usually starts with an inspection and a phased improvement plan the owners can afford.

Developments with garage and communal areas. In Sevilla Este, Dos Hermanas, Mairena del Aljarafe or Tomares there are communities with a garage, pool, garden and automatic gates. The garage inspection, the outdoor lighting and the arrival of electric cars set the agenda.

New communities. The first years of a development bring a wave of charger requests, lighting adjustments and questions about what the developer’s warranty covers. Getting all of that in order from the start saves a lot of arguments.

Charging in the garage: what to tell the owners

Article 17.5 of the Horizontal Property Law allows an owner to install a charging point in their own space simply by notifying the president or the administrador in advance. The Spanish Supreme Court, in its judgment of 1 December 2025, made clear that no authorisation is needed even if the cable runs through common areas, unless the impact is disproportionate. For the administrador, the practical step is for the community to agree a common route and power criterion before ten different requests arrive.

Frequently asked questions

What does an electrician offer an administrador de fincas?

One point of contact for the electrical side of all their communities: preventive maintenance, repairs to faults in common areas, preparation for periodic inspections, itemised quotes for the owners' meeting, insurance claims and boletines for the jobs that need them. Everything documented with a job sheet, photos and a detailed invoice.

How much does electrical maintenance of a community cost?

There are no public rates because every building is different. As a guide, the monthly fee ranges from about 40 euros for a small community without a garage to about 150 euros for large buildings with a garage, pumps and a pool, plus 21 % VAT. We give a fixed fee after visiting the building and checking its installations.

Which communities must pass a periodic inspection?

Under ITC-BT-05, the common installations of residential buildings over 100 kW are inspected every 10 years, and garages with more than 25 spaces and forced ventilation are also obliged. The inspection is carried out by an authorised control body (OCA). We review the building's documents and tell you whether and when it is due.

Do you prepare quotes to present at the owners' meeting?

Yes. Itemised quotes, with the regulation that requires or recommends each job and alternatives where there are any, so the owners understand what they are voting on. If needed, we explain the project at the meeting, for example an EV charging backbone, a lighting renewal or the upgrade after an unfavourable inspection.

Many owners in my buildings are foreign. How do you handle EV charger requests?

Under article 17.5 of the Horizontal Property Law, an owner only has to notify the president or the administrador in advance; no vote is needed. To stop every owner running their own cable, the community can approve a shared pre-installation. We help you explain it to the owners, whatever their nationality, and keep the requests in order.

What documents do you hand over for each job?

A job sheet with photos of what we found and what we repaired, a detailed invoice with labour and materials and, for jobs that require it, the installation certificate registered with the Junta de Andalucía. That lets you justify every expense to the owners and keep the building's history in order.
