Electrical installations for shops and offices in Seville, Spain
An electrical contractor in Seville, Spain for shops and offices: fuse board, lighting, sockets, air conditioning lines, emergency lighting and boletín, with the electrical documents the opening licence requires. For shops, offices, clinics, academies and franchises, including international companies setting up in the city.

Electrical contractor in Seville for shops and offices: from the works to the licence
Opening a business in Spain requires the electrical installation to be finished, legalised and documented before you apply for the licence. We do both: the installation of the shop or office, from the fuse board to the last socket, and the electrical documents you will need for the responsible declaration (declaración responsable) or the municipal licence. We work for shops, offices, practices, clinics, academies, beauty centres and franchises.
If the premises are already trading and you need more power, extra workstations, new lighting or an inspection, we do that too, organising the work so you do not have to close.
Opening a business in Seville as a foreign company or entrepreneur
International companies and foreign entrepreneurs often meet a system that works differently from home. Three ideas help:
- Licence and electrics go together. Law 12/2012 allowed many shops to replace the prior licence with a responsible declaration, but the electrical documents remain essential. Without the boletín, the file is incomplete.
- The installer signs, not the engineer alone. The boletín is signed by a registered installer company with the Junta de Andalucía. When the premises need an engineer’s project, we coordinate with the engineer.
- The distributor needs the same paper. To connect or extend the supply, e-distribución asks for the boletín too. Getting it right once saves weeks.
What the electrical installation of the premises includes
- Main board and sub-boards, with protection split by zones and selectivity, so a fault in one circuit does not leave the whole business in the dark. See also fuse board replacement.
- Separate circuits for lighting, sockets, air conditioning, shop window, sign and special equipment.
- General and commercial lighting: LED panels in offices, tracks and spotlights in shops, window and counter lighting.
- Emergency and signage lighting for exits and escape routes.
- Workstations with sockets, data network and, if needed, a UPS for critical equipment.
- Air conditioning: lines for the air conditioning units and extractors.
- Earthing measured and documented.
- Documents: technical design report or project, installation certificate registered with the Junta de Andalucía and support during the initial inspection when it applies.
Premises open to the public: what ITC-BT-28 requires
If your premises receive the public, they are classed as premises open to the public (local de pública concurrencia) and the installation follows ITC-BT-28 of the Low Voltage Electrotechnical Regulation. In practice this means:
- Emergency and signage lighting is compulsory and must work even if the supply fails.
- Halogen-free cables, with low smoke emission in a fire.
- Distribution of circuits so that a fault does not leave whole areas open to the public without light.
- Initial inspection by an authorised control body (OCA) in the cases set by ITC-BT-05, and then periodic inspections every 5 years.
In addition, ITC-BT-04 determines whether the installation needs a project signed by a qualified engineer or whether a technical design report is enough, depending on the power and the type of premises. We assess it on the first visit so there are no surprises when you apply for the licence.
Electrical documents for the opening licence
For your premises to open, the electrical part of the file needs, depending on the case:
- Electrical installation certificate (boletín), issued by the installer company and registered with the industry department of the Junta de Andalucía. We explain it in our page on the electrical certificate (boletín).
- Technical design report or electrical project, depending on power and use.
- Initial inspection certificate from the control body when the premises require it.
- New connection or extension of the supply with the distributor, which also needs the boletín.
If the premises have an old installation without documents, or the previous business left it out of compliance, it has to be upgraded and legalised first.
Lighting for shops, offices and clinics
Light sells in a shop and tires or rests the eyes in an office. We design the lighting on technical criteria:
- Offices and workstations. Lighting levels suited to the task according to standard UNE-EN 12464-1 on lighting of workplaces, without glare on screens.
- Shops and windows. Tracks with adjustable spotlights, accent light on the product and a shop window with programmed switching.
- Clinics and healthcare centres. Even light with good colour rendering in consulting rooms, and coordination with specialist installers when there are rooms with their own requirements, such as the operating theatres covered by ITC-BT-38.
- Efficiency. LED throughout the premises, detectors in toilets and storerooms and compliance with CTE HE 3 on the energy efficiency of lighting installations.
All our lighting work is under lighting.
How we work
- Visit to the premises with the activity plans and the expected power of the equipment.
- Technical proposal: board, circuits, lighting, emergency lighting and whether a project or a technical report is needed.
- Fixed quote item by item, with a calendar coordinated with the works.
- Installation, in phases if the business is open.
- Checks and measurements: insulation, earthing and RCDs.
- Legalisation: boletín, report or project, initial inspection if applicable and documents for the licence.
- Maintenance afterwards, if you want it, with an annual check of emergency lighting and the board.

Shops and offices in Seville
- City centre and old town. Premises in old buildings with installations that have been through several businesses, supply cables too small for today’s power and documents that cannot be found. Here the first step is a diagnosis and, almost always, a legalisation. More on the city centre.
- Nervión, Triana and Los Remedios. Local shops, professional practices and clinics on the ground floor of residential buildings, where coordinating the work with the comunidad (the homeowners’ association) matters. More on Nervión, Triana and Los Remedios.
- Offices in Cartuja and the business parks. Torre Sevilla and the buildings of the Cartuja Science and Technology Park (Sevilla TechPark) or the Torneo Business Park house offices that renew workstations, lighting and air conditioning. The technology park alone hosts 602 companies, 28 of them with international capital.
- Industrial estates in the metropolitan area. In Calonge, Store, Carretera Amarilla, PISA in Mairena del Aljarafe or La Isla in Dos Hermanas there are offices and showrooms next to warehouses, with three-phase supplies and space for chargers. More on Dos Hermanas and Mairena del Aljarafe.
EV charging in the car park
Non-residential buildings with more than 20 parking spaces had to have, from 1 January 2023, at least one charging station for every 40 spaces, and new office or commercial buildings with more than 10 spaces must leave conduits in 20 % of the spaces. If your business has parking for customers or staff, we install the chargers with load management, user cards and consumption control. See EV charger installation. All our services for businesses are under business and industry.

Frequently asked questions
How much does the electrical installation of a shop cost in Seville, Spain?
It depends on the floor area, the power and the use, so it is quoted by project after seeing the premises. As a reference, legalisation and electrical documents for the licence cost 600 to 3,000 euros plus 21 % VAT depending on power and use, an emergency light unit 40 to 90 euros plus VAT and labour 15 to 75 euros an hour plus VAT.
What electrical documents does an opening licence in Spain require?
The electrical installation certificate (boletín) registered with the Junta de Andalucía, together with the technical design report or the engineer's project depending on power and use, and the initial inspection by an authorised control body when the premises are open to the public and require it. That completes the electrical part of the responsible declaration or the municipal licence.
Are my premises classed as open to the public?
They are if the public has access: shops, bars, offices that serve customers, clinics or academies, among others. These premises follow ITC-BT-28, with their own requirements for emergency lighting, cables and circuits, and they are inspected by an authorised control body. An office with no public access has simpler rules.
When does a shop installation need an engineer's project?
ITC-BT-04 sets when a project signed by a qualified engineer is needed and when a technical design report is enough, according to the power and type of premises. Premises open to the public and those with higher power usually require a project. We assess it on the first visit and, if needed, coordinate it with the engineer.
How many emergency lights do I need?
As many as the calculation requires according to occupancy, floor area and escape routes: emergency lighting must light the exits, corridors, electrical panels and fire protection equipment. It is regulated by ITC-BT-28, the Building Code (DB-SUA 4) and standard UNE-EN 1838. We plan the layout on a drawing for you.
How often must the installation of premises be inspected?
Premises open to the public undergo a periodic inspection by an authorised control body every 5 years. It is also advisable to check the emergency lighting every year and carry out preventive maintenance of the panel, with thermal imaging if the premises have a heavy load, to avoid faults in the middle of the working day.
Can you work outside business hours?
Yes. If the premises are already open, we organise the work in phases and at the times that least disrupt the business, so you do not have to close. For openings, we coordinate the timing with the other trades so the electrics do not delay the licence.
Why am I charged for reactive energy?
If your bill includes a reactive energy penalty, your equipment (motors, compressors, old lighting) is drawing energy that is not used. It is corrected with a capacitor bank sized to your consumption, costing 1,500 to 6,000 euros plus VAT depending on power, which removes that penalty from the bill.
Do you install EV chargers in company car parks?
Yes. Non-residential buildings with more than 20 spaces had to have at least one charging station for every 40 spaces from 1 January 2023, and new ones must also have conduits in 20 % of the spaces. We install the chargers with load management and user control.
