Public premises (local de pública concurrencia)

Premises open to the public, such as a bar, shop, academy or customer office, whose electrical installation is governed by ITC-BT-28 of the REBT. They require emergency lighting, extra protection and periodic OCA inspections.

What public premises are

A local de pública concurrencia is any space the public enters: bars, restaurants, shops, academies, gyms, clinics or customer service offices. Because in a fault or fire there may be many people who do not know the layout, the Low Voltage Regulations give them their own instruction, ITC-BT-28, with stricter requirements than a home.

What ITC-BT-28 requires

  • Emergency and signage lighting so the premises can be evacuated if the power fails.
  • Fire-retardant, low-smoke cables, so a fault does not fill the place with toxic smoke.
  • A board with well-distributed protection, so one fault does not black out the whole premises.
  • Back-up supplies (emergency, standby or duplicate) where the capacity or activity requires them.
  • Technical documents: often an electrical project signed by an engineer instead of a technical design report.

OCA inspection every 5 years

These premises have an initial inspection before opening and a periodic inspection every 5 years by an authorised inspection body (ITC-BT-05). Any faults found must be fixed within the deadline. The electrical paperwork is also part of the opening licence file or the responsible declaration (declaración responsable) to the town hall.

Opening or refitting premises

Before signing a lease, have an electrician check whether the existing installation complies or what needs adapting. Legalising the electrics of premises costs, as a guide, 600 to 3,000 euros plus VAT depending on power and use.
