Electrical project and technical design report (MTD) in Seville, Spain

We prepare your electrical project in Seville, Spain when the installation requires one, and the technical design report (memoria técnica de diseño, MTD) when that is enough: shops, warehouses, EV chargers, solar panels and homes. We tell you which document you need before you buy any equipment, and we file it with the Junta de Andalucía, the regional government.

Electrical project in Seville, Spain or design report: which document you need

Every new, extended or renovated electrical installation in Spain has to be documented before it is switched on. If you come from the UK, think of it as the paperwork your electrician and building control would deal with there, except that here it is registered with the regional government, the Junta de Andalucía. The Spanish Low Voltage Electrotechnical Regulation (REBT, Royal Decree 842/2002) sets two routes in its ITC-BT-04:

  • Technical design report (memoria técnica de diseño, MTD). The simple document, on the official Junta de Andalucía form (a model published in the BOJA, the regional official gazette, in 2015), drafted by the installer company itself. It covers homes, renovations, extensions and most EV chargers.
  • Electrical project (proyecto eléctrico). A full document with calculations, drawings, a single-line diagram, specifications and a budget, signed by a qualified technician. ITC-BT-04 requires it when the installation exceeds certain power thresholds or has a higher-risk use.

Choosing the right document at the start saves a lot of trouble. If you buy the equipment or open the shop and it then turns out a project was needed, the paperwork has to be redone, and sometimes part of the work too.

When an electrical project is compulsory

These are the cases we see most often in Seville and its metropolitan area:

  • Shops, bars and warehouses above a certain power or with certain uses: ITC-BT-04 sets the threshold by activity, and premises open to the public (pública concurrencia) also have an initial inspection by an authorised inspection body under ITC-BT-05.
  • Solar installations over 10 kW, typical of a warehouse or a company roof.
  • EV charging over 50 kW, or outdoor charging over 10 kW: car parks, fleets and industrial estates.
  • Industrial warehouses with their own supply connection, power sockets and machinery.

Below those cases the design report is enough. In a flat in Nervión being rewired, a kitchen renovation in Triana or a 7.4 kW charger in a garage in Dos Hermanas, the right document is the electrical certificate (boletín) with its MTD.

What a technical design report includes

  • Details of the owner, the location and the use of the installation.
  • Expected power and level of electrification.
  • The individual supply cable from the meter (derivación individual) and the circuits, with their cable sizes.
  • Protections: main switch, RCDs, circuit breakers and surge protector.
  • Earthing (grounding in the US).
  • Single-line diagram and, where needed, drawings.

Typical cases in Seville

  • A bar or shop opening in the historic centre or in Nervión. It counts as premises open to the public: we check whether its power requires a project, coordinate the engineer and prepare the electrical paperwork for the business opening licence.
  • A warehouse on an industrial estate in Alcalá de Guadaíra or Dos Hermanas that wants panels on the roof. Over 10 kW it needs a project, which we coordinate with solar for businesses.
  • An old installation with no paperwork, in a villa in the Aljarafe or an inherited shop. The solution is to legalise it with the report or project that applies. If you are still buying, an electrical survey before buying tells you in advance what you are taking on.

How we work

  1. You tell us what you plan to do: use, power, floor area and expected equipment. Photos and drawings help.
  2. We tell you which document you need and whether there will be an inspection by an authorised inspection body (OCA).
  3. We draft the report, or coordinate the engineer who signs the project, with calculations matched to the real job.
  4. We carry out the installation exactly as documented.
  5. We issue the certificate and register it with the Junta de Andalucía, so the distributor can connect the supply or increase the power.

Frequently asked questions

When do I need a full electrical project and when is the design report enough?

ITC-BT-04 of the Spanish Low Voltage Electrotechnical Regulation decides it, based on the power and the use of the installation. Homes, renovations and almost all domestic EV chargers are documented with a technical design report. Shops and warehouses above a certain power, solar installations over 10 kW and EV charging over 50 kW need a project.

Who signs the technical design report (MTD)?

The registered installer company (empresa instaladora habilitada) that carries out the work signs it, on the official Junta de Andalucía form. An electrical project, on the other hand, is drafted and signed by a qualified technician, usually an engineer, and then the installer company issues the installation certificate. A qualification from your home country does not let anyone sign these documents in Spain.

How much does an electrical project cost in Seville, Spain?

There is no public fee scale. As an estimate, an engineering project costs 400 to 1,500 euros plus 21 % VAT (484 to 1,815 euros in total), depending on power and complexity. The design report is usually included in the price of the boletín, which in Seville averages around 70 euros plus VAT (84.70 euros in total) for simple cases.

Do I need a project to install an EV charger?

Not in a home or a single parking space: the boletín with its design report is enough. A project is needed when the charging infrastructure exceeds 50 kW, or when it is outdoors and exceeds 10 kW, which is common in car parks, fleets and warehouses. In those cases there is also an initial inspection by an authorised inspection body (OCA).

I bought a business premises that needed a project and has none. What now?

The installation is not legalised, which can cause problems with the activity licence, with your insurance or when you ask for more power. The fix is a legalisation: we inspect the installation, correct what does not comply, the right report or project is drafted and it is registered with its certificate.

Is the MTD the same thing as the boletín?

No, they go together. The MTD describes the design of the installation: power, circuits, cable sizes and protections. The boletín, officially the CIE (certificado de instalación eléctrica), certifies that the installation was built that way and complies. Both are filed together with the Junta de Andalucía.

Where is the paperwork filed?

Online, with the Seville Territorial Delegation of the Junta de Andalucía department responsible for Industry. The installation certificate is filed together with the design report or the project. Once that documentation is registered, the distributor (e-distribución in most of Seville) can connect the supply or increase the power.

Electrical certificate (boletín)

The electrical certificate in Spain, known by everyone as the boletín and officially the CIE (certificado de instalación eléctrica), is the document a registered installer company signs to confirm that your installation meets the regulations. You need it to connect the electricity, increase your power or change the account holder with an old installation. We inspect, certify and register it with the Junta de Andalucía in Seville.

Fuse board replacement

A consumer unit replacement in Seville, Spain is the upgrade that adds the most safety without building work: main switch, several RCDs, one breaker per circuit and surge protection. We replace your old fuse box, or a board with a single RCD, with a new fuse board (breaker panel) sized for your power and your circuits.

Rewiring old apartments

Rewiring an apartment in Seville, Spain is the answer when the installation is more than 25 or 30 years old: fabric or dried-out cables, no earthing, a single RCD and a supply that cannot run the air conditioning and the induction hob at once. We renew cables, conduits, fuse board, earthing and fittings and hand you the boletín.

Increase contracted power

You need to increase your electricity power in Spain when the smart meter cuts everything off as soon as the air conditioning, the oven and the washing machine run together. We check what power your installation can take, upgrade the supply cable, main switch and fuse board if needed, and issue the boletín so the distributor approves the increase.

Legalising an installation

Legalising an electrical installation in Seville, Spain is how you put in order a home, business premises or villa that never had a boletín (electrical installation certificate) or that falls short of the regulations. We inspect the installation, bring it up to the Spanish wiring regulations, write the technical design report and register the certificate with the Junta de Andalucía.

Shops and offices
