ZBE (zona de bajas emisiones, low emission zone)
Zona de bajas emisiones: an urban area where access for the most polluting vehicles is restricted according to their DGT environmental label. Law 7/2021 requires them in municipalities of more than 50,000 inhabitants.
What a ZBE is
A ZBE, zona de bajas emisiones, is a low emission zone: an area of the city where the most polluting vehicles are restricted. The criterion is the environmental label (etiqueta ambiental) issued by the DGT, the Spanish traffic authority: 0, ECO, C, B or no label. Electric vehicles carry the 0 label and can drive in without restrictions.
What the law says
Law 7/2021 on climate change and energy transition requires municipalities of more than 50,000 inhabitants to set up low emission zones. Each city council decides the area, hours, restrictions and exemptions by bylaw (ordenanza).
The Seville ZBE
Seville’s ZBE is on the Isla de la Cartuja, in two sectors, Cartuja Norte and Cartuja Sur. It operates Monday to Friday, except public holidays, from 7:00 to 19:00 and restricts vehicles with no environmental label. Labels B, C, ECO and 0 may enter. After an awareness period during 2024 and 2025, fines of 200 euros have applied since 1 January 2026. In June 2026 a public consultation opened on a new low emission zones bylaw, still in progress, so it is worth following the news.
What it means for you
- If you work or study in the Cartuja and your car has no label, check the exemptions and permitted access.
- If you are thinking of changing car, an electric car or a plug-in hybrid with the 0 label avoids any current or future restriction.
- For an electric car to pay off, charging at home is ideal.
