CTE (Código Técnico de la Edificación, Spanish Technical Building Code)

Código Técnico de la Edificación: the regulatory framework approved by Royal Decree 314/2006 that sets the basic safety and habitability requirements for buildings. It is organised into basic documents such as DB-HE on energy saving, DB-SI on fire and DB-SUA on safe use.

What the CTE is

The CTE, Código Técnico de la Edificación, is the Spanish Technical Building Code: the rules on how buildings in Spain must be designed and built to be safe, habitable and efficient. It was approved by Royal Decree 314/2006 and develops the basic requirements of the Building Act (LOE). British readers can think of it as the Spanish counterpart of the Building Regulations.

Basic documents

The CTE is split into basic documents (DB):

  • DB-SE: structural safety.
  • DB-SI: fire safety.
  • DB-SUA: safe use and accessibility, including lighting and emergency lighting requirements.
  • DB-HS: health and hygiene.
  • DB-HR: noise protection.
  • DB-HE: energy saving.

CTE and REBT

The electrical installation itself is governed by the REBT (Low Voltage Regulations) and its technical instructions. The CTE adds other requirements that affect the electrician: lighting efficiency, emergency lighting in common areas, minimum renewable generation in some buildings and EV charging provision.

CTE HE 6 and EV charging

Section HE 6, introduced by Royal Decree 450/2022, requires new residential buildings with a licence applied for from 16 December 2022 to provide charging ducting in 100 % of parking spaces. That is why many new-build garages in Seville come with pre-installation for chargers (EV-ready ducting, not a charger).
