RIPCI (Reglamento de Instalaciones de Protección contra Incendios)

Spanish Regulations on Fire Protection Installations, approved by Royal Decree 513/2017. They cover the design, installation and maintenance of detection, alarm and extinguishing systems, such as control panels, detectors, call points, extinguishers and fire hose reels.

What the RIPCI is

The RIPCI is the Spanish Regulation on Fire Protection Installations (Reglamento de Instalaciones de Protección contra Incendios), approved by Royal Decree 513/2017. It sets how equipment that detects a fire, warns people and helps put it out must be designed, installed, commissioned and maintained.

What it covers

  • Fire detection and alarm systems: control panels, smoke and heat detectors, manual call points and sounders.
  • Portable fire extinguishers.
  • Fire hose reels and hydrants.
  • Automatic extinguishing systems.
  • Photoluminescent evacuation signs.

Where each system is compulsory is decided by the CTE DB-SI and, in industry, by its own regulations. The RIPCI says how to install and maintain them.

Who may install and maintain

Only companies authorised for fire protection installation and maintenance. The owner of the premises, the garage or the owners’ community (comunidad de propietarios) is responsible for having the maintenance done and recorded, and some installations also need periodic inspections by an inspection body.

Where it affects you

  • Communal garages: detection, extinguishers and, depending on size, other systems.
  • Shops and bars: whatever the opening licence requires.
  • Warehouses: depending on their risk and floor area.
  • Homes: not compulsory in a flat (apartment), but a standalone smoke alarm is cheap and effective protection.

The electrical side

A detection panel needs its own protected supply, suitable cabling and coordination with the emergency lighting and garage ventilation. See fire detection in Seville, Spain.
