Bellavista new build electrician: barracks opening up and a neighbourhood renewing
Bellavista, in the south of Seville, is going through an unusual moment: within a few years, affordable housing on the old artillery barracks, several private developments in the neighbourhood itself and, across the Guadaíra, the start of Villanueva del Pítamo all coincide. All of it is in the Bellavista-La Palmera district, where the valuer Tinsa calculates a 31 % rise since 2023 and new homes sold at 2,609 euros/m² in the third quarter of 2026.
The Daoíz y Velarde Artillery Regiment
On the barracks land, on the border between the Sur district and Bellavista, the public land agency SEPES and the Ministry of Housing are preparing 948 affordable homes on 14 hectares. Green space will take 23 % of the land and sports and community facilities another 32 %. The urbanisation contract was awarded in March 2025 for 13.7 million euros to a joint venture of Sólido Obras, Ingeniería Digital Eléctrica and Sardalla, with a 23-month term.
It is worth knowing that the plan has been announced several times since 2008. If the current timetable holds, the urbanisation would finish in early 2027 and the homes would arrive between 2027 and 2028.
Developments already moving in the neighbourhood
- Insur and Grupo MAS: 192 homes on Calle Afrodita, next to Jardines de Hércules, a 56.8 million euro investment with works starting in December 2026.
- Aedas Homes, Gradia: 64 homes in three buildings near Avenida de Jerez and the former Military Hospital, 25 million euros.
- Flatgest, Residencial Santa Ángela: 49 homes.
- Huspy, Edificio Valme: 20 homes.
Together they add up to about 600 homes under construction for 2026 to 2028.
What new-build owners in Bellavista ask us for most
In the south of Seville, summer rules. So alongside the charger and the lamps, the job we repeat most in new Bellavista flats is getting the air conditioning working before July.
Air conditioning first
Many specification sheets (memoria de calidades) leave ducted pre-installation and sometimes the unit. What is usually missing is the finishing: grilles, a zoned thermostat, the line for the outdoor unit or an extra split unit in a west-facing bedroom. A dedicated air conditioning line with its own breaker costs from 300 euros, and a connected thermostat from 80 euros plus the device. If you will also run an aerothermal heat pump (aerotermia), we check that your potencia contratada, the maximum power in your electricity contract, can handle both at once; if not, see increase contracted power.
Light for a home that arrives without lamps
Ceilings are handed over with a bare cable. In a two or three-bedroom flat the usual mix is ceiling lights in the bedrooms, downlights in the hallway, kitchen and bathrooms, and a statement lamp in the living room. We hang lamps and ceiling lights from 30 euros each and recess downlights from 25 euros, with the home empty so no furniture gets in the way.
The charger in the garage
If your building was licensed after 16 December 2022, the charging conduit reaches every space and an EV charger in the communal garage costs 1,250 to 1,450 euros depending on the distance to your meter. You only need to notify the president or administrator of the comunidad (homeowners’ association); the Spanish Supreme Court confirmed in December 2025 that no authorisation is needed even if the cable crosses common areas.
Affordable housing: what changes
The 948 barracks homes are affordable housing, which usually comes with a tighter budget for fitting out. Our advice is to set priorities: first light and air conditioning, because August is unliveable without them; then any missing sockets; and the charger when you have an electric car, since the conduit will already be waiting in your space. If your home is rented, any change to the installation goes through the owner.

Frequently asked questions
Which electrical snags are most common in new Bellavista flats?
The air conditioning circuit not labelled on the fuse board, terrace sockets missing from the boletín (the installation certificate) and RCDs that do not trip as they should. We check all of this with instruments before you sign the handover certificate, or within the first year, and give you in writing what to claim from the developer.
How do I claim an electrical defect from the developer?
Under Spain's Building Act (LOE) the developer answers for construction defects in your new home. Write to them describing each fault, attach dated photos and keep a copy. If you rent an affordable home, tell the owner, because changes and claims go through them. A written technical report from us makes the claim far harder to ignore.
Can I install an EV charger in the communal garage, even if I rent?
Yes. In buildings licensed after 16 December 2022 the conduit reaches every space and the charger costs 1,250 to 1,450 euros plus 21 % VAT, depending on distance to the meter. Notifying the president or administrator is enough. If you rent, the owner of the space signs that notice, so get their written consent first.
