ICT (Infraestructura Común de Telecomunicaciones, building telecoms)

Infraestructura Común de Telecomunicaciones: the ducts, distribution boxes and cables of a building that carry TV, radio, telephone and fibre broadband from the roof and the operators entry point to each home. It is regulated by Royal Decree 346/2011.

What the ICT is

In Spain, ICT does not mean information technology: it is the Infraestructura Común de Telecomunicaciones, the shared telecoms network inside a building. It carries terrestrial and satellite TV, radio, telephone and broadband by fibre or cable, through the ducts, cabinets, boxes and cables that run from the roof and the operators’ entry point to each home.

Main parts

  • RITS: the upper room, usually on the roof, where the aerials arrive and TV signals are amplified.
  • RITI: the lower room, where telephone and fibre operators come in.
  • Main riser: the vertical shaft running through the floors.
  • Floor boxes: on each landing, feeding the cabling to each flat (apartment).
  • Network termination box: inside the home, where the shared network ends and yours begins.

Which rules govern it

The ICT Regulations, approved by Royal Decree 346/2011, together with Order ITC/1644/2011 and the General Telecommunications Law 11/2022. New buildings under horizontal property (shared ownership) must be built with an ICT designed in a technical project.

Who may work on it

Only telecoms installation companies entered in the Ministry’s register, in the category that matches the job. When finished, the installer issues the telecoms installation certificate.

Common problems in older buildings

Many Seville blocks built before the ICT have a shared aerial with old coaxial cable and no ducting for fibre. Symptoms are pixelated TV channels, floors with no signal or trouble getting the operator to your flat. Upgrading usually needs the owners’ meeting. See building telecoms (ICT) in Seville, Spain.
