FAQ
When do business premises need an electrical project in Spain?
Business premises need an electrical project when ITC-BT-04 requires it, as with premises open to the public and higher power installations; otherwise a technical design report signed by the installer is enough. The project is signed by a qualified technician and costs, as an estimate, 400 to 1,500 euros.
When business premises need an electrical project
Knowing whether you need an electrical project is key before opening a business, because it affects timescales and budget. The rule is in ITC-BT-04 of Spain’s low voltage regulations: depending on the type of installation and its power, the paperwork can be a technical design report (MTD) or a project.
MTD or project: the difference
| Technical design report (MTD) | Electrical project | |
|---|---|---|
| Who signs it | The registered electrical contractor | A qualified technician |
| When it is used | Installations that do not need a project | Those listed in section 3 of ITC-BT-04 |
| Format | Official Junta de Andalucía form | Full technical document |
| Cost | Usually included with the boletín | 400 to 1,500 euros, as an estimate |
Cases that require a project
- Premises open to the public (locales de pública concurrencia): shops, bars, restaurants, academies, clinics or offices that receive the public, also regulated by ITC-BT-28.
- Higher power installations, for example in industrial units.
- EV charging when the total power of the infrastructure exceeds 50 kW.
- Solar above a certain power, generally above 10 kW.
- Other special cases set by the regulation itself.
Premises open to the public also need an initial inspection by an authorised inspection body (OCA) before being energised, and periodic inspections every 5 years after that.
What a project includes
- Calculation of the expected load and cable sizes.
- Single-line diagram and drawings.
- Switchboards, protective devices and discrimination (selectivity).
- Emergency lighting and, where applicable, a standby supply.
- Specifications and budget.
How it fits with the opening licence
The electrical paperwork (boletín, technical report or project, and the initial inspection where applicable) is part of the file for the town hall’s responsible declaration or activity licence.
